Counted with the browser's Performance API during the last job. It sees every request the page makes, but not what is inside them, so anything that is not a static download is counted above.
To check yourself: open DevTools → Network, clear the list, run the tool, and inspect each request. None will contain your file. You can also switch to offline after the page loads; tools whose engine is already downloaded keep working.

How to convert JPG to a PDF under 200 KB
Add the photos, arrange the order and create the PDF. If it would be over 200 KB at full quality, every image is scaled down and re-encoded together, searching for the best setting that keeps the whole PDF under 200 KB.
Step by step
- 01Add the JPGs.
- 02Drag them into page order.
- 03Create the PDF; 200 KB is set.
- 04Zoom in and check the text.
Front and back of an ID, or a short set of pages
Two to four photographed pages fit comfortably in 200 KB. Many forms that ask for a single PDF of several documents use limits around this size.
How "200 KB" is counted
This page aims at 200,000 bytes or less. Upload forms disagree on what 200 KB means: some count 200,000 bytes, others 204,800 (1 KB = 1,024 bytes). A file of 200,000 bytes or less passes either rule, so you can type the limit exactly as the form writes it. The result shows the exact byte count. Windows File Explorer counts in 1,024s, so the same file can read slightly smaller there.
Questions
Will every page get the same quality?
Yes. The same resolution and quality are applied to every image so pages look consistent.
Can I set a different limit?
Yes. Type any size in KB or MB in the size field on the tool.
Are my photos uploaded?
No. The PDF is built in this browser tab.
