Counted with the browser's Performance API during the last job. It sees every request the page makes, but not what is inside them, so anything that is not a static download is counted above.
To check yourself: open DevTools → Network, clear the list, run the tool, and inspect each request. None will contain your file. You can also switch to offline after the page loads; tools whose engine is already downloaded keep working.

How to get a PDF under 1 MB
Add the PDF and run it. Text-safe optimisation re-encodes oversized photos and packs the file structure; if that reaches 1 MB, text stays selectable. Otherwise pages are re-rendered as images at the best quality that fits under 1 MB.
Step by step
- 01Add the PDF; 1 MB is set.
- 02Run it and read the size.
- 03Check the method: text-safe or rasterized.
- 04Download the result.
Reports, portfolios and scanned bundles
A 1 MB limit usually fits a typed report with photos without rasterizing, or around ten to twenty scanned pages as images. Presentation exports with large full-page photos are the ones most often over, and text-safe photo re-encoding handles most of them.
How "1 MB" is counted
This page aims at 1,000,000 bytes or less. Upload forms disagree on what 1 MB means: some count 1,000,000 bytes, others 1,048,576 (1 MB = 1,024 × 1,024 bytes). A file of 1,000,000 bytes or less passes either rule, so you can type the limit exactly as the form writes it. The result shows the exact byte count. Windows File Explorer counts in 1,024s, so the same file can read slightly smaller there.
Questions
Why did my 3 MB PDF stay selectable?
Its size came from large embedded photos. Text-safe mode re-encodes those and leaves the text alone, so it fit without rasterizing.
Can I aim for 900 KB to be safe?
Yes. Type 900 KB in the size field. The result always stays at or under the number you set.
Does it remove my bookmarks?
Text-safe keeps them. If pages have to be rasterized, bookmarks, links and form fields are removed.
