Counted with the browser's Performance API during the last job. It sees every request the page makes, but not what is inside them, so anything that is not a static download is counted above.

To check yourself: open DevTools → Network, clear the list, run the tool, and inspect each request. None will contain your file. You can also switch to offline after the page loads; tools whose engine is already downloaded keep working.

How to get a video under 25 MB

The tool spreads the 25 MB budget evenly over the video's length, picks the resolution that bitrate can carry cleanly, encodes an H.264 MP4 and verifies the size, with one automatic retry if it overshoots.

Step by step

  1. 01Drop the video.
  2. 02Keep Resolution on Auto unless a site requires a size.
  3. 03Download the MP4 once the size shows under 25 MB.

What fits in 25 MB

Around one to two minutes at 1080p, three to five at 720p. Email is the exception: for Gmail or Outlook attachments use 20 MB, because encoding for sending adds about a third.

How "25 MB" is counted

This page aims at 25,000,000 bytes or less. Upload forms disagree on what 25 MB means: some count 25,000,000 bytes, others 26,214,400 (1 MB = 1,024 × 1,024 bytes). A file of 25,000,000 bytes or less passes either rule, so you can type the limit exactly as the form writes it. The result shows the exact byte count. Windows File Explorer counts in 1,024s, so the same file can read slightly smaller there.

Questions

Can I keep full 1080p?

Choose Keep under Resolution. For long videos the picture may get blocky; Auto usually looks better.

Why was the resolution lowered?

Auto steps down when the bitrate per pixel gets too thin. A sharp 720p looks better than a blocky 1080p.

My video came back unchanged. Why?

It was already under 25 MB, so there was nothing to gain. Pick a smaller target or a lower resolution to shrink it anyway.
